The end-user license is for single users. The distribution license is for organizations that need to distribute Chime on CD-ROM. The network license is for organizations that want to distribute Chime from an internal file server, and also for not-for-profit academic institutions who wish to install Chime on individual PCs for academic use (for example, in a computer lab).
