Associate/Scientist -biotech
Minimum Qualifications :
MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience.
• Attends monthly contract review with International Economic Growth Division Manager and the home office project team.
• Supervise the project's grants management and financial and administration staff and coordinates with the Chief of Party for decisions related to financial and administrative matters.
• Reviews financial reports with the COP before submission to home office Financial Manager for approval
• Develops all financial report activities, including submission of quarterly reports detailing fund categories and status for core and field activities.
• Oversees the grants management process and in concert with the Chief of Party, manage short-term technical assistance resources.
• S/he is responsible for budget development and oversight.
• Maintains constant communication with the Washington DC home office Financial Manager regarding financial management decisions.
• Directs activities relating to accounting, payroll, procurement, human resource management, space management, inventory, information technology, and office equipment/supplies.
• Responsible for Grant Solicitation or advertisement of expression of interest from the potential organizations.
• Managing the grant making process including performing a past performance review, conducting elements of pre-award survey (as required).
• Responsible for sorting, filing, tracking, logging the applications received in response to Expression of Interest and/or grant solicitation.
• Processing all necessary documentations/papers, certifications, and forms required under the regulation to awarding a grant to a selected applicant, including Program Descriptions with clearly established goals.
• Assisting the COP in determining the potential recipient's capacity and managerial competence for the administration of grant.
• Drafting Grants Agreements.
• Facilitate the recipients for close out of grants including disposition of grant assets, supplies, final reports etc.
• Monthly reconciliation of grants disbursements.
• Responsible for grant monitoring and capacity building of recipients in the following areas wherever applicable:
a. Internal control procedures
b. Allowable costs/cost principles under USAID regulations
c. Cash management systems
d. Equipment and Real Property Management
e. Period of availability of funds
f. Procurement standards
g. Program Income
h. Reporting
• Liaison between the recipient and grant office:
i. Timely reporting
ii. Requested changes in program description and/or budget and/or grant period etc.
iii. Technical, administrative and financial advises to recipient(s) and/or clarifications or explanation on policies, procedures and regulations.
iv. Waiver requests.
Skills Prerequisites:
Qualifications for this level would include a Master's Degree in a related field and 7 - 10 years of relevant experience.
• Master's Degree (minimum), OR Doctoral Degree (desirable), in Finance, Accounting, Management, or any other relevant field;
• Seven to Ten years of project administrative, grant management and financial management experience.
• International project, finance and contract management experience
• Thorough knowledge of clients' contractor accounting standards, compliance and reporting requirements
• Grants management experience
• Financial project management capabilities
• USAID experience and knowledge of FARs and AIDARs is desirable.
• Experience working in difficult environments highly desirable
• Demonstrated experience in project management, implementation, and staff supervision.
• Excellent writing, computer, and organizational skills.
• Excellent English writing skills.
